Yurii Kostiantynovych Maslov — is a leader with more than 25 years of experience in finance, public administration and international projects. An economist and corporate governance professional, he specializes in developing effective management practices, recovery issues and Ukraine’s European integration.

Education and Academic Activity

Born on June 7, 1968, in Odesa. In 1989, he graduated with honors from the Odesa Institute of National Economy (now Odesa National Economic University), majoring in Accounting and Analysis of Economic Activity.

In the course of his academic career, he conducted in-depth research in the fields of economics and politics.

He holds the degree of Candidate of Economic Sciences (2008); dissertation topic: “Planning the Financial Activities of a Bank.”

He also holds the degree of Doctor of Political Sciences (2015); dissertation topic: “Formation of a Modern System of Power in the Countries of Central and Eastern Europe: Principles, Mechanisms and Development Prospects.”

Since 2020, he has been an Academician of the Academy of Political Sciences of Ukraine. He is the author of more than 70 academic publications in economics, politics, and cross-border cooperation.

Professional Career

Banking Sector (1993–2009)

  • PUMB (1993–2003): headed the Odesa branch and served as a member of the Management Board. Under his leadership, the branch achieved stable growth and strong financial performance.
  • Ukrsotsbank (2003–2009): managed the Odesa regional branch and was a member of the Management Board, implemented new banking products and supported business development.

Public Service and Regulatory Activity (2010–2011)

  • Ministry of Economy (2010): Adviser to the Minister and Director of the Department for Coordination of Regional Economic Policy, worked on strategies to attract investment and develop regions.
  • Antimonopoly Committee (2011): Adviser to the Chair, Director of the Competition Policy Department and Head of the Odesa Territorial Office, ensured the creation of a transparent competitive environment.

Corporate Governance

  • Chair of the Supervisory Board of the Odesa Port Cargo Transshipment Complex (since 2023).
  • Since December 2024 — Adviser to the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.
  • Since March 2025 — Member of the Supervisory Board of JSC “Decarbonization Fund of Ukraine”, Chair of the Supervisory Board’s Audit Committee.

University Teaching Activity

Since 1998, he worked at Odesa National Economic University, progressing from Senior Lecturer to Professor and Vice-Rector for Research. Taught: philosophy, history, political science and banking.

Developed an author’s course “Corporate Governance”, combining academic knowledge with practical experience in managing banks and supervisory boards. Member of the Professional Association of Corporate Governance.
